Sfas emes. Sometimes it says zos hatorah, whereas here it says zos chukas hatorah. Meaning here it is how to apply the Torah into our lives. The actual Torah (zot hatorah) is so much higher from us. Whereas the Torah sheba’al peh is the way to take the actual Torah and apply it. (just as with the mitzvot it is the ner to hold the light the kli to hold the Torah in actual application.
