Ki Tavo תרל”א 2
בשם אא”ז מו”ר ז”ל עמ”ש ולא שכחתי מלברכך על הפרשת מע’ כו’.
In the name of the Chidushei Harim Za”l. On the pasuk לא עברתי I did not transgress your mitzvot. The gemara explains it is referring to the mitzvah of blessing on separating the teruma, and לא שכחתי I did not forget to proclaim your name on it. (To mention HaShem’s name in the bracha).
דברכת מצות עובר לעשיתן ובגמ’ לישנא דאקדומי הוא כו’.
Brachos made on a mitzvah are always made before doing the mitzvah. The gemara learns this from the word לא עברתי and explains that the word עובר really means beforehand.
ולמה נקט לשון עובר.
However this is seemingly difficult. Why is the word עובר used to explain something preemptively? The word עובר simply means past?
אך כי מסברא צריך להיות הברכה אחר קיום המצוה שנותן שבח והודי’ שזכה לקיים המצוה.
However it would make sense to make a bracha after doing the mitzvah to praise HaShem for the opportunity of doing the mitzvah. That the person is excited that they managed to achieve this mitzvah and achieve this connection.
רק דרך איש ישראל שקודם כל דבר מקדים ההודי’ אל הש”י. וזה למי שלא בא לכלל שכחה ח”ו:
However it is the correct way for a person to really give thanks to HaShem before everything. This is the method of someone who has not come to forget.
(Meaning the correct approach is that even before one does the mitzvah to be connected to HaShem and never forget Him. Therefore even before doing the mitzvah before that connection he already has a connection and he should give thanks for that already. [in essence there is no difference in the realm of סובב before and after doing a mitzvah, a person is always connected and one with HaShem without any interference and therefore should be giving thanks at that stage already]).
קד אָמַר רַב: כָּל בְּרָכָה שֶׁאֵין בָּהּ הַזְכָּרַת הַשֵּׁם, אֵינָהּ בְּרָכָה. וְרַבִּי יוֹחָנָן אָמַר: כָּל בְּרָכָה שֶׁאֵין בָּהּ מַלְכוּת, אֵינָהּ בְּרָכָה. אָמַר אַבַּיֵי: כְּוָתֵיהּ דְּרַב מִסְתַּבְּרָא, דְּתַנְיָא: (דברים כ״ו:י״ג-י״ד) “לֹא עָבַרְתִּי מִמִּצְוֹתֶיךָ, וְלֹא שָׁכָחְתִּי”. “לֹא עָבַרְתִּי” מִלְּבָרֶכְךָ, “וְלֹא שָׁכָחְתִּי” מִלְּהַזְכִּיר שִׁמְךָ עָלָיו. וְאִלּוּ (שמך ומלכותך עליו) [מַלְכוּת] לָא קָתָּנִי.
