The tribes as foundations and Yosef who elevates them

בפסוק ונשא אהרן כו' משפט בני ישראל על לבו כו'.

On the verse, "And Aharon shall bear … the judgment (mishpat) of Bnei Yisrael upon his heart …" (Shemos 28:30).

The Torah describes Aharon carrying the "judgment of Bnei Yisrael" upon his heart through the Choshen (breastplate); the Sefas Emes explores what this represents.

כי עיקר הנהגת בנ"י בכח השבטים.

For the essential governance of Bnei Yisrael is through the power of the Shevatim (tribes).

The way Bnei Yisrael are guided and sustained from above flows through the spiritual channels of the twelve tribes.

כמ"ש שבטי יה עדות לישראל.

As it is written, "the tribes of Kah, a testimony for Yisrael" (Tehillim 122:4).

The verse calls the tribes "tribes of Kah," indicating that the Shevatim are bound to Hashem's Name and serve as a testimony for the nation.

ולכן האבנים תהיין על שמות בני ישראל.

And therefore the stones shall be according to the names of Bnei Yisrael.

The twelve stones of the Choshen were each engraved with the name of a tribe, embodying this channel of governance through the Shevatim.

כי אבן נק' יסוד.

For a stone is called a "foundation."

A stone (even) represents a foundation — the bedrock upon which a structure stands.

כמו שאבן יסוד הבנין שכל הבית עומד עליו.

Just as the foundation stone of a building is that upon which the entire house stands.

As a cornerstone bears the whole edifice, so a "stone" symbolizes a load-bearing root.

כמו כן השבטים הם יסודות כל הבריאה.

So too the Shevatim are the foundations of all Creation.

The twelve tribes are the underlying spiritual foundations upon which the entire world rests.

וכפי זכות בנ"י כך מאירין אותיות השבטים.

And according to the merit of Bnei Yisrael, so do the letters of the Shevatim shine.

The radiance of the engraved tribal names on the Choshen reflected the spiritual standing of Bnei Yisrael at any given time.

ולכן משפט בנ"י תולה בהארת השבטים שבחושן.

And therefore the "judgment of Bnei Yisrael" depends on the illumination of the Shevatim in the Choshen.

Because the tribes are the foundation of the nation's governance, the "mishpat" Aharon bore was read through the shining of the tribal stones in the breastplate.

ובזמן המקדש הכהן ראה והבין עמידת בנ"י כפי הארת האבנים שבחשן.

And in the time of the Mikdash, the Kohen would see and understand the standing of Bnei Yisrael according to the illumination of the stones in the Choshen.

While the Bais Hamikdash stood, the Kohen Gadol could discern the spiritual condition of the nation by how the stones of the breastplate lit up.

ולכן נק' חשן משפט.

And therefore it is called the "Choshen Mishpat" (breastplate of judgment).

The breastplate is named "of judgment" because through it the standing and "judgment" of Bnei Yisrael were made known.

ובאפוד היו ב' אבני שוהם שהם בחי' יוסף שמעלה השבטים למדריגה עליונה כמ"ש קמה אלומתי כו' תסובינה אלומותיכם כו'.

And on the Eifod (apron) were two shoham stones, which are the aspect of Yosef, who raises the Shevatim to a higher level, as it is written, "my sheaf arose … and your sheaves gathered around [and bowed]" (Bereishis 37:7).

The two shoham stones on the shoulders of the Eifod correspond to Yosef, whose dream of the sheaves shows his role in elevating his brothers — the Shevatim — to a higher rung.

וכתיב נתתי לך שכם אחד על אחיך.

And it is written, "I have given you one portion (shechem) above your brothers" (Bereishis 48:22).

Yaakov granted Yosef a portion "above his brothers," indicating Yosef's elevated standing over the other tribes.

כמו משכמו ומעלה גבוה.

Like "from his shoulder (shichmo) and upward he was taller" (cf. I Shmuel 9:2).

The wordplay on shechem/shoulder suggests Yosef stands "head and shoulders" above, the elevated point that lifts the rest.

ולכן בזכות אבנו העלה כל השבטים על כתפות האפוד.

And therefore, by the merit of his stone, all the Shevatim were raised upon the shoulder-pieces of the Eifod.

Because Yosef's shoham stones sat on the shoulders of the Eifod, it was through his elevating power that all the tribes were carried and lifted up there.

וכמ"ש בזוה"ק שיש ב' בחי'. שבטים דלמטה ושבטי יה כו':

And as it is written in the Zohar HaKadosh, that there are two aspects: the "tribes below" and the "tribes of Kah."

The Zohar distinguishes a lower dimension of the tribes (their earthly form) from a higher dimension, the "tribes of Kah" bound to Hashem's Name — and Yosef's role is to raise the lower toward the higher.

Summary: The governance of Bnei Yisrael flows through the Shevatim, who are the very foundations of Creation, which is why their names were engraved as "stones" on the Choshen Mishpat — through whose illumination the Kohen could read the nation's spiritual standing. The two shoham stones of Yosef on the shoulders of the Eifod represent his power to elevate all the tribes to a higher level, bridging the "tribes below" and the "tribes of Kah" of which the Zohar speaks.
