Scattered yet unmixed among the nations

On the verse "scattered and dispersed (mefuzar u'meforad) [among the peoples]" (Esther 3:8).

The Sefas Emes examines Haman's accusation that the Jewish people are "scattered and dispersed," reading it on two levels.

פי' מלבד שהם מפוזרים מכל העמים רק שאינם יכולין להתאחד בעצמותם.

The meaning is: besides being scattered among all the nations, they [seemingly] cannot even unite among themselves.

On the simple level, Haman charged that not only are the Jews physically dispersed, but they are also internally fragmented and unable to come together.

ונדרש ג"כ לשבחן של בני ישראל שהגם שהם מפוזרין בין העמים אין מתחברין עמהם כנ"ל:

And it is also expounded to the praise of Bnei Yisrael: that although they are scattered among the nations, they do not blend in with them, as above.

The same words contain a hidden praise: despite being dispersed throughout the nations, Bnei Yisrael remain distinct and refuse to assimilate — preserving their separateness for Hashem.

Summary: Haman's description "scattered and dispersed" cuts two ways. As an accusation it claims the Jews are not only spread among the nations but also disunited among themselves. Yet the very same phrase, read favorably, becomes their praise: though scattered, they never merge into the nations but remain a distinct and separate people loyal to Hashem.
