On the pasuk, "The land is exceedingly, exceedingly good. If Hashem desires us, He will bring us in…"

Calev and Yehoshua testify that the goodness of Eretz Yisrael depends on whether Hashem desires Bnei Yisrael — its goodness is not visible on its own, but is drawn out by Bnei Yisrael's connection to Hashem.

For in truth Eretz Yisrael is prepared only for Bnei Yisrael, and it is to them that the light of the good hidden within it is revealed.

The Land has a concealed inner goodness (the ohr ha'ganuz, hidden light) that only Bnei Yisrael can uncover.

And in the Midrash on Masei: "Portions have fallen to me… indeed a pleasant inheritance is upon me" — Eretz Yisrael is fitting for them and they are fitting for it; see there.

There is a mutual fittingness: the Land suits Bnei Yisrael and Bnei Yisrael suit the Land — neither is complete without the other.

For Bnei Yisrael are perfected through the Land, and Eretz Yisrael is perfected through Bnei Yisrael — as "when the tzaddik is in the city, he is its glory, he is its splendor."

Just as a tzaddik brings out the latent beauty of his city, Bnei Yisrael draw out the hidden holiness of the Land, and the Land in turn elevates them.

And "Your people are all tzaddikim, therefore they shall inherit the land forever."

Because the inner essence of every Jew is righteous, they have an eternal claim to inherit the Land.

The meaning of "forever": even though the holiness within it is hidden and concealed, they are the vessels (keilim) to bring out the hidden light within it from potential into actuality.

Bnei Yisrael serve as the vessel through which the Land's concealed kedushah is actualized and revealed.

And so it is written, "And the earth was tohu (void)…" and afterward "And Hashem said, let there be light" — therefore, before Bnei Yisrael entered into it, the good hidden within it was not visible.

Like the world at creation, which was formless until light was commanded, the Land's goodness lay dormant until Bnei Yisrael came to reveal it.

And the meraglim (spies) said, "It is a land that consumes its inhabitants" — yet from this very thing they should have understood that Eretz Yisrael is prepared only for Bnei Yisrael, which is why it "spat out" the nations before them, as it says in the Torah, "that the land not spit you out… as it spat out… the nation…"

The spies took the Land's rejection of unfit inhabitants as a defect, when in fact it proves the Land's holiness, which tolerates only those fit for it.

Therefore Calev and Yehoshua said, "The land is good… if He desires us… He will bring us in…"

They understood that the Land's goodness becomes manifest precisely through Hashem's desire for, and the worthiness of, Bnei Yisrael.

Then the good hidden within it will be revealed.

Only when Hashem brings Bnei Yisrael in does the concealed goodness of the Land come to light.

And Eretz Yisrael is like Shabbos, in which "no manna was found, yet all blessings depend upon it," as is written in the Zohar HaKadosh.

Just as Shabbos shows no visible material provision yet is the source of all the week's blessing, the Land's bounty is not outwardly apparent yet it is the wellspring of all blessing.

So too the praise of Eretz Yisrael is not recognizable from the outside, but the root of all blessings depends upon Eretz Yisrael, "for there Hashem commanded the blessing."

The Land's greatness is inner and hidden; outwardly unimpressive, it is nonetheless the source from which all blessing flows.

And it appears that the sending of the meraglim, which was "by the word" (with Hashem's sanction), was so that they would truly see that they were not yet ready for this, as Moshe Rabbeinu said, "Not because of your righteousness or the uprightness of your heart are you coming to inherit…"

The mission of the spies was meant to reveal that the generation had not yet reached the spiritual level required to merit the inner holiness of the Land.

And nevertheless, on account of the oath that the Holy One swore to our forefathers, they were to enter, as the Midrash says, "the grass withers… but the word of our Hashem stands forever" — see there the parable.

Even though the generation was unworthy on its own merit, the eternal oath sworn to the Avos guaranteed their entry into the Land.

And the intent is that the Holy One made a covenant with Avraham Avinu, as it says, "and You found his heart faithful before You, and You made the covenant with him."

The covenant rests on Avraham's faithful heart — his complete emunah established a bond that endures for his descendants.

For he merited the penimiyus (inner dimension) of Eretz Yisrael, because his heart was faithful.

Avraham's faithful heart earned him the inner essence of the Land — a connection deeper than mere physical possession.

But the covenant and the oath stood even though Bnei Yisrael would not merit to follow after the deeds of their forefathers.

The oath was unconditional — it would hold even if later generations failed to live up to the Avos.

Therefore it is written twice, "to give, to give to his offspring."

The repeated "to give" hints at two distinct gifts: one earned by merit, and one granted unconditionally through the oath to the Avos.

And because it was not by their own merit, they did not merit to see and understand the inner praise of Eretz Yisrael, as above.

Entering by the strength of the oath rather than their own worthiness, that generation could not perceive the Land's hidden, inner holiness.

Summary: The good of Eretz Yisrael is a hidden, inner light — like the blessing of Shabbos — that only Bnei Yisrael can reveal, and only when they are worthy and desired by Hashem. The meraglim, sent precisely to expose that their generation had not yet reached that level, mistook the Land's holiness for a defect. Yet through the unconditional oath to the Avos, rooted in Avraham's faithful heart, Bnei Yisrael were still destined to inherit the Land — though without yet perceiving its inner praise.
