מרגלים אתם כו' לא היינו מרגלים.
“You are spies… We were not spies.”

כי באמת ירידת השבטים למצרים הי' כענין המרגלים שיכינו ע"י הליכתם שיוכלו לירד אח"כ לגלות מצרים.
For in truth, the descent of the tribes to Egypt was like the matter of the spies, preparing through their journey the possibility of later descending into the exile of Egypt.
Their mission resembled “spying” in a spiritual sense: their journey paved the way for Israel’s future exile, establishing the spiritual groundwork.
אך לא נתגלה להם זאת.
But this was not revealed to them.
The brothers were unaware of this hidden purpose behind their descent.
ואעפ"כ קיבלו דבריו כי בודאי אמר להם באופן שירגישו כי אמת בפיו.
And nevertheless they accepted his words, for certainly he spoke in a way that made them sense the truth in his mouth.
Yosef’s manner of speech stirred an inner recognition in them, even without understanding the full reason.
ואמרו לא היינו מרגלים שנים עשר כו'.
And they said: We are not spies; we are twelve…
Their response emphasizes their wholeness as a group of twelve, which refutes the accusation and hints at a deeper necessity for unity.
פי' שלצורך זה צריכין להיות כל י"ב שבטים ביחד.
This means that for this purpose all twelve tribes needed to be together.
The spiritual mission requires the full structure of Israel; no tribe may be missing.
ולכן צוה שיביאו את בנימין:
And therefore he commanded that they bring Binyamin.
To complete the necessary unity, Yosef demands the presence of the twelfth brother.
