Two failures cured by two signs

בענין דור המבול והפלגה ההפרש ביניהם שדור המבול היו נמשכים רק אחר הגשמיות והגוף ולכן נאבדו לגמרי כמ"ש ימותו ולא בחכמה.
Regarding the generation of the Mabul (Flood) and the generation of the Haflagah (Dispersion) — the difference between them is that the generation of the Flood were drawn only after physicality and the body, and therefore they were utterly lost, as it is written, "They die, but not with wisdom" (Iyov 4:21).
The dor hamabul sank entirely into gashmiyus (physicality), giving themselves over to bodily desire alone. Because they had no inner connection to anything higher, nothing of them endured — they perished completely, without any chochmah (wisdom) to keep them.
ודור הפלגה היו מתחכמין יותר מדאי ולא החזיקו באמונה מחמת החכמה.
And the generation of the Dispersion grew overly clever, and on account of their cleverness they did not hold fast to emunah (faith).
The opposite failure: the dor haflagah erred not through coarse physical lust but through intellect run wild. Their very cleverness became a barrier, leading them to abandon emunah in Hashem.
והי' החטא בשכל ונפש דכ' הן עם אחד כו' שהיה להם כח האחדות ולשון הקודש.
Their sin was in the intellect and the soul, for it is written, "Behold, they are one people…" — that they possessed the power of unity and lashon hakodesh (the holy tongue).
The Flood's sin was rooted in the body; the Dispersion's sin was rooted in the loftier faculties — the mind and the nefesh. They were given great gifts: achdus (unity) and the holy language, but they misused these higher powers, turning them against Hashem.
ובאמת כל החכמה תלוי ביראת ה' כמ"ש כל שיראת חטאו קודמת כו'.
And in truth all wisdom depends on yiras Hashem (fear of Heaven), as the Sages said, "Anyone whose fear of sin precedes his wisdom…" (Avos 3:9).
Chochmah is only of value when it rests upon yiras Shomayim. Wisdom without fear of Heaven, as in the dor haflagah, becomes destructive — for only when yiras chet (fear of sin) comes first does a person's wisdom endure.
ועל ב' אלו נשאר בבנ"י ב' אותות אות המילה שחתם בבשרינו הוא שלא להיות נמשך אחר הגוף לגמרי.
Corresponding to these two, two signs remain with Bnei Yisrael: the sign of milah (circumcision), which He sealed in our flesh, so that one not be drawn entirely after the body.
Against the two failures stand two os (signs) given to Bnei Yisrael. Bris milah, sealed into the very flesh, is the tikkun (rectification) for the sin of the Flood — it guards a Jew from sinking wholly into bodily desire.
ואות תפילין וש"ק הוא להתקשר.
And the sign of tefillin and Shabbos Kodesh is to bind oneself.
The second sign — tefillin and Shabbos — answers the sin of the Dispersion. These are signs of hiskashrus (binding), connecting a person's mind and soul to Hashem.
ולבטל חליו ית' כל החכמה והשכל:
And to nullify before Him, may He be blessed, all wisdom and intellect.
The avodah of tefillin and Shabbos is bittul — surrendering one's chochmah and seichel (intellect) to Hashem. Where the dor haflagah let their wisdom puff them up against Heaven, a Jew offers his wisdom up in bittul to the ratzon Hashem.
Summary: The Flood and the Dispersion represent two opposite paths of failure — surrender to the body and the arrogance of intellect. Bnei Yisrael are given two countervailing signs: milah, which keeps a person from being swallowed by physicality, and tefillin/Shabbos, which bind the mind and soul to Hashem in bittul, since all true chochmah rests on yiras Shomayim.
