Regarding the matter of Simchas Torah on Shemini Atzeres.

The Sefas Emes opens an inquiry into why the rejoicing over the Torah is placed specifically on Shemini Atzeres.

For every year the order of Creation is renewed.

Each year the entire framework of Creation is begun anew, and the Yamim Noraim are the time of this renewal.

Therefore Rosh Hashanah and Yom Kippur belong to the realm of all of Creation as a whole, and their order differs from all the other days of the year.

On Rosh Hashanah and Yom Kippur we stand in the general, all-encompassing dimension of Creation itself, which is why these days operate under a different order than ordinary days.

And this is truly the way of teshuvah, by which Hashem opens His hand to receive those who return.

This return to the all-encompassing root is the essence of teshuvah, when Hashem opens His hand wide to welcome back those who repent.

And just as this attribute operates above, so it does below.

The way Hashem opens Himself to all in the heavens is mirrored in how things unfold below in this world.

Bnei Yisrael bring themselves into the realm of all of Creation as a whole.

Through teshuvah, Bnei Yisrael step back into the general, undifferentiated root of Creation, before things are sorted into their separate forms.

And likewise, the kindnesses that descend on Sukkos — some of them go also to the seventy nations.

Because this is the season of the general, all-inclusive bounty, the chasadim flowing down during Sukkos reach even the seventy nations of the world.

Therefore there are seventy bulls offered until Shemini Atzeres, when the entire tikkun is completed.

The seventy bulls of Sukkos correspond to the seventy nations, sustaining them as part of the general bounty; this continues until Shemini Atzeres, when the whole process of refinement reaches its completion.

Until the conduct of the world returns to be according to the way of the Torah, which is the world of tikkun (rectification).

Once the general bounty has been distributed, Hashem's conduct of the world returns to its proper Torah-ordered channel — the olam ha-tikkun, the world as it is meant to be set right.

And just as there was a period from the creation of the world until the tikkun was properly in place, so it is every year.

At the beginning of time there was a stretch from raw creation until the world was properly rectified; this same pattern replays each year, from the all-inclusive bounty of the Yamim Noraim and Sukkos until the order is set right on Shemini Atzeres.

And now we have reason to rejoice, that the way of the Torah returns to us.

This is the source of the joy of Shemini Atzeres: the special, Torah-ordered conduct now returns exclusively to us, Bnei Yisrael.

And this is the meaning of "On Shemini Atzeres it shall be for you" — the meaning is that until now the hand was open, above and below, to all who came.

Up to Shemini Atzeres the bounty flowed openly to everyone, even the nations — Hashem's hand was extended to all who came to receive.

But now: "Atzeres — it shall be for you."

Now Hashem detains us alone, as Rashi explains "atzeres" as a private gathering: the intimate bounty is reserved for Bnei Yisrael alone, the way of the Torah given only to us.

And in truth, in every generation a new way is revealed according to the Torah.

The "way of the Torah" is not static; in each generation a fresh path within the Torah comes to light.

And this is the meaning of "the heritage of the congregation of Yaakov" (Devarim 33:4) — it is an inheritance that is revealed in every single generation and in every single year.

The Torah is called a morashah, an inheritance, because it keeps unfolding new revelations in each generation and each year, ours to claim afresh.

And Chazal expounded: "Do not read it 'morashah' (heritage) but 'me'orasah' (betrothed)" (Berachos 57a).

Chazal play on the word, reading the Torah not only as an inheritance but as a betrothed bride, hinting at a relationship still ripening toward its fullness.

The meaning is that there are new paths in the Torah that have not yet emerged from potential into actuality.

There exist whole new dimensions of Torah that remain latent, not yet brought from potential into the open.

Until the time and the generation come whose toil in the Torah will reveal those paths.

These hidden paths wait for the particular generation whose dedicated labor in Torah will be the very means of drawing them out into the open.

And this is the aspect of "betrothed but not yet married."

This is why the Torah is "betrothed": its full union with us is still unfolding, the deeper paths revealing themselves generation by generation until the relationship is complete.

Summary: The Sefas Emes explains the joy of Simchas Torah on Shemini Atzeres. Through the Yamim Noraim and Sukkos, Bnei Yisrael return to the all-encompassing root of Creation, and the bounty flows openly even to the seventy nations (the seventy bulls). When this general process of tikkun is complete on Shemini Atzeres, Hashem detains us alone — "atzeres, it shall be for you" — and the intimate, Torah-ordered conduct returns to Bnei Yisrael. This is our cause for rejoicing: the Torah is both our heritage (morashah) and our betrothed (me'orasah), forever revealing new paths to the generation whose toil in Torah brings them from potential into actuality.
