"And these are the ordinances (mishpatim) that you shall set before them."

The parsha opens with the civil laws Moshe is to place before Bnei Yisrael (Shemos 21:1).

In the Midrash: "He tells His words to Yaakov, His statutes and His ordinances to Yisrael," and so on.

The Midrash cites the pasuk (Tehillim 147:19) that Hashem gave His decrees and judgments specifically to Bnei Yisrael, not to the nations.

For there are many systems of law for all the worlds and creatures, each according to its level, and to Bnei Yisrael these mishpatim were given — and they are "the judgments of Hashem, which are true."

Every realm of creation has its own order of "law," but only Bnei Yisrael received these true mishpatim, the authentic judgments of Hashem (Tehillim 19:10).

And they are truly the judgments of the Torah.

These laws are not mere civil rules but the genuine mishpatim of the Torah itself.

This is what Rashi says: "Just as the former ones were from Sinai."

Rashi (on "v'eileh") teaches that these mishpatim, like the Aseres HaDibros before them, were given at Har Sinai — they share the same divine origin.

And in the Midrash Tanchuma, on the pasuk "and the strength of the King who loves justice," it says that a mortal mighty one does not submit to justice, but the Creator, who is mighty and powerful, loves justice.

The Midrash (on Tehillim 99:4) contrasts human rulers, who use power to escape law, with Hashem, whose very might is bound up with His love of justice.

And Hashem, who gave the Torah to Bnei Yisrael — "Hashem gives strength to His people" — for through the Torah, Bnei Yisrael were given the power to direct all of creation. And this itself is the meaning of "He tells His words" — the "dibros" (utterances), which are the conduct of all creation, for "with the Torah" everything was perfected.

By giving the Torah, Hashem empowered Bnei Yisrael (Tehillim 29:11) to steer all of creation. Hashem's "words" are the very utterances by which the world is governed, for the world was built and perfected through the Torah (Zohar: "b'oraysa ishtachlal").

Therefore He entrusted the mishpatim too to Bnei Yisrael, since the world depends upon them.

Because the world's very stability rests on these judgments, Hashem placed them in the hands of Bnei Yisrael.

This is what the Midrash (Shoftim) says on the pasuk "you shall not pervert justice": Know that you are shaking one of the foundations of the world. Look there.

Distorting a single judgment (Devarim 16:19) literally rattles a pillar of creation — proof that the mishpatim are the supports on which the entire world stands.

Summary: While every world and creature has its own order, Hashem gave Bnei Yisrael the true mishpatim of the Torah — given at Sinai like the Dibros themselves. Because the world was created and is governed through the Torah, these judgments are the very pillars on which creation stands, and Hashem entrusted them to Bnei Yisrael, granting them the power to direct and uphold all of creation.
