Torah's kedushah above the angels

במד' לעליונים קדושה א' ולבנ"י ב' קדושות.
In the Midrash: to the upper beings (the angels) is given one kedushah (holiness), but to Bnei Yisrael, two kedushos.
The Midrash teaches that Bnei Yisrael possess a double measure of holiness that the angels above do not — the Sefas Emes will explain what the two are.
יש לפרש על קדושת התורה והמצות כי המצות נותנין קדושה לאדם כמ"ש אשר קדשנו במצותיו.
One can explain this as referring to the kedushah of the Torah and the kedushah of the mitzvos, for the mitzvos give holiness to a person, as it says, "Who has sanctified us with His mitzvos."
The two holinesses are those of Torah and of mitzvos; the bracha on mitzvos itself testifies that performing them sanctifies a person.
וזו הקדושה גם למלאכים שהם משרתיו עושי רצונו.
And this kedushah belongs to the angels as well, for they are His servants who do His ratzon (will).
The holiness that comes through carrying out Hashem's will is shared by the angels, since they too perform His ratzon — this is the single kedushah they possess.
אבל קדושת התורה ניתנה לתחתונים ולא לעליונים:
But the kedushah of the Torah was given to the lower beings (Bnei Yisrael) and not to the upper beings.
The second, higher holiness — that of Torah itself — was granted only to Bnei Yisrael here below, never to the angels, which is why Yisrael have two kedushos and the angels only one.
Summary: The angels have one kedushah — the holiness of doing Hashem's will, which comes through the mitzvos — but Bnei Yisrael have two, for the unique kedushah of the Torah itself was given only to them here below and not to the angels above.
