Revealing Hashem's hidden governance through emunah

בפסוק עושי דברו לשמוע בקול דברו.
On the pasuk, "those who do His word, to hearken to the voice of His word" (Tehillim 103:20).
The Sefas Emes opens with the verse describing those who first "do" Hashem's word and thereby merit to "hear" His word.
דאיתא במד' בפסוק כתפוח בעצי היער שאין לו צל לכן ברחו כל האומות ובנ"י בצלו חמדתי כו' וקשה הא אין לו צל.
For it is brought in the Midrash on the pasuk "like an apple tree among the trees of the forest" — which casts no shade, and therefore all the nations fled; yet Bnei Yisrael said, "in His shade I delighted etc." — and the difficulty is: but it has no shade!
The Midrash compares Hashem (at Sinai) to an apple tree giving little shade; the nations fled from it, but Bnei Yisrael nestled in its shade. The Sefas Emes presses the obvious question: if it offers no shade, what did Bnei Yisrael find?
אבל התירוץ הוא כי לכן נאמר בין הבנים שבעוה"ז נתן הקב"ה ההנהגה עפ"י הטבע והשרים שלמעלה.
But the answer is that "among the sons" is said because in this world the Holy One placed the governance according to nature and the heavenly ministers (sarim).
In olam hazeh Hashem deliberately conducts the world through the veil of nature and the appointed celestial powers, so His direct presence is hidden — like a tree casting no visible shade.
וכמ"ש חז"ל מי כמכה באלים באלמים.
And as Chazal said, "Who is like You among the mighty (eilim)?" — read as "among the mute (ilmim)."
Hashem, as it were, stays "silent," restraining His open presence and allowing the natural order and its forces to operate.
אכן אם התחתונים מבינים ומשתוקקים להתגלות הנהגה עליונה מהשי"ת אז מגלה האמת וכל זה הענין נעשה על ידי בנ"י שזכו להמשיך התורה ועשרת הדברות שהוא הנהגה עליונה אש דת כו'.
However, if those below understand and yearn for the revelation of the higher governance from Hashem, then He reveals the truth; and this whole matter came about through Bnei Yisrael, who merited to draw down the Torah and the Aseres HaDibros, which are the higher governance — "a fiery law etc."
When people below recognize and crave Hashem's hidden direct rule, He uncovers it. Bnei Yisrael accomplished exactly this at Sinai by receiving the Torah, which is a mode of supernal governance above nature.
ולכן כתי' בצלו ולא לצלו.
And therefore it is written "in His shade" (b'tzilo) and not "for His shade" (l'tzilo).
The precise wording shows Bnei Yisrael did not merely seek shade as an external benefit; they dwelt within His "shade" — His hidden governance — even when no shade was visible.
כי בנ"י האמינו כי לעולם הנהגת העולם בצל כנפיו ית' רק שהי' בדרך אמונה והשתוקקו שיתגלה לעין כל וזכו להוציא הדבר מכח אל הפועל.
For Bnei Yisrael believed that the world's governance is always under the shadow of His "wings," only that it was by way of emunah, and they yearned for it to be revealed to every eye, and they merited to bring the matter from potential into actuality.
Through emunah Bnei Yisrael trusted that Hashem governs everything even when concealed; their longing for that hidden rule to become visible is what enabled them to actualize the revelation at Sinai.
וזהו עושי דברו שרצו להיות נדברים מאתו ולהיות כל הנהגה עפ"י מצות המלך ב"ה וב"ש ולכן זכו לשמוע בקול דברו.
And this is "those who do His word" — that they wished to be directed by Him and that all governance should be according to the command of the King, blessed and exalted is He; therefore they merited "to hearken to the voice of His word."
"Doing His word" means wanting one's entire life to be governed by Hashem's command; that desire is precisely what earns the higher level of "hearing His word" — direct revelation.
וכתיב ה' צלך דייקא ולא כל הרוצה ליטול השם נוטל רק כפי האמונה כנ"ל.
And it is written, "Hashem is your shade" — precisely so; and not everyone who wishes to take the Name may take it, but only according to one's emunah, as above.
The verse "Hashem is your shade" is exact: experiencing Hashem as one's protective shade is granted in proportion to one's emunah, not by mere wish.
וכ"כ בשם הבעש"ט ה' צלך כמו הצל שהוא לפי תנועת האדם.
And so it is written in the name of the Ba'al Shem Tov: "Hashem is your shade" — like a shadow, which moves according to a person's movement.
The Baal Shem Tov teaches that Hashem mirrors a person like his own shadow: as one moves, so the shadow moves.
כך מתגלה הצל שלמעלה כפי תנועת עבודת התחתונים.
So too the supernal "shade" is revealed according to the movement of the avodah of those below.
Hashem's revealed presence responds measure-for-measure to the spiritual "movements" — the avodah — of people here below.
וכן הוא בכלל בזכותן של בנ"י כמ"ש:
And so it is in general, in the merit of Bnei Yisrael, as stated.
This same principle operates on the national scale: in the merit of Bnei Yisrael's emunah and avodah, Hashem's hidden governance becomes revealed.
Summary: In olam hazeh Hashem conducts the world through the "shade-less" veil of nature and the heavenly ministers, keeping His direct presence concealed. Bnei Yisrael, through emunah, trusted that He governs everything even when hidden, and yearned for it to be revealed — and at Har Sinai they actualized that revelation by receiving the Torah, a supernal governance above nature. This is "doing His word" leading to "hearing His word." Like a shadow that mirrors a person's every movement (the Baal Shem Tov), Hashem reveals His protective "shade" precisely in measure with the avodah of those below.
