Pure shekalim through the faculty of hearing

"On the first of Adar they announce concerning the shekalim and concerning the kilayim" (Mishnah Shekalim 1:1).
The Sefas Emes begins with the Mishnah's statement that on Rosh Chodesh Adar a public announcement is made both about the half-shekel contributions and about removing forbidden mixtures (kilayim) from the fields.
My grandfather, of blessed memory, said that the donation must be guarded from any admixture of pesoles (unfit matter).
The Sefas Emes cites his grandfather (the Chiddushei HaRim): the contribution to the Mishkan/Mikdash had to be kept pure, free of any intermingling of unworthy elements.
And this is [why the Mishnah mentions] "concerning the kilayim," as it is written, "It is not for you and for us [together] to build [a House to our G-d]" (Ezra 4:3).
The announcement about kilayim (forbidden mixtures) hints at this same idea of separation: just as Zerubavel rejected the foreigners' offer to help build the Bais Hamikdash, the donation must not be mixed with anything alien.
And so too is the matter in the passuk "And Moshe assembled" (Shemos 35:1), of which the Zohar HaKadosh writes that he separated them from the eirev rav (mixed multitude).
When Moshe gathered Yisrael before commanding the Mishkan, the Zohar explains he was specifically separating the true Bnei Yisrael from the eirev rav, so that the building should be untainted.
And therefore he preceded [the Mishkan] for them with the mitzvah of Shabbos.
This is why Moshe placed the command of Shabbos right before the command to build the Mishkan.
For Shabbos sets apart Bnei Yisrael, as it is written, "between Me and Bnei Yisrael it is a sign" (Shemos 31:17).
Shabbos itself is the great divider that distinguishes Yisrael from the nations and from the eirev rav, serving as the exclusive sign between Hashem and Yisrael.
Now, before the sin they were completely separated, even on the level of action [the physical world].
Before the sin of the Calf, the distinction of Yisrael was complete and manifest even in the lowest, physical realm of "asiyah."
And after the sin it is written, "for it was unrestrained (paru'a)" (Shemos 32:25).
After the chet ha'eigel, this clear separation was broken down; the people became "paru'a," loosened and intermingled.
And it is taught: "You ruined 'na'aseh' (we will do); be careful with 'nishma' (we will hear/heed)."
Chazal teach that at the Calf, Yisrael forfeited their lofty level of "na'aseh" (action), and were warned to safeguard at least the level of "nishma" (hearing/heeding).
For [the level of] hearing is forever special only to Bnei Yisrael, as it is written, "Shema Yisrael" (Hear, O Yisrael).
Even after losing the level of "asiyah," the inner faculty of "shemiah" — true hearing and receptivity to Hashem — remains uniquely Yisrael's, as in "Shema Yisrael."
And it is written, "Hear, My people, and I will speak" (Tehillim 50:7).
Hashem addresses this faculty of hearing specifically to "My people," confirming that shemiah belongs to Yisrael alone.
For the aspect of hearing is special only to Bnei Yisrael.
The Sefas Emes restates the principle: the capacity for genuine spiritual "hearing" is the exclusive inheritance of Yisrael.
And to this they merited at the hearing of the Ten Commandments, as it is written, "And now, if you will surely hearken to My voice... you shall be to Me a treasure (segulah)..." (Shemos 19:5) — to be set apart from all the peoples.
This faculty of hearing was conferred at Sinai, where hearkening to Hashem's voice made Yisrael His "segulah," set apart from all other nations.
And therefore they said, "they announce (mashmi'in) concerning the shekalim."
The Mishnah's word "mashmi'in" (literally "make heard") is precise: the shekalim announcement works specifically through this faculty of hearing that belongs to Yisrael.
And they made the announcement in Adar, before the deed, because the preparation of the deed is special only to Bnei Yisrael — to perform the mitzvah lishmah (for its own sake) — and through this there is no pesoles or admixture in the mitzvah.
The announcement precedes the actual giving because the pure preparation of intent — doing the mitzvah lishmah — is Yisrael's unique province, and it is precisely this pure intent that keeps the donation free of any unfit admixture.
And therefore we read Parshas Shekalim on Shabbos, which is the aspect of "nishma," just as Moshe Rabbeinu preceded the mitzvah of Shabbos before the donation of the Mishkan.
Shekalim is read on Shabbos because Shabbos embodies the level of "nishma" — pure hearing and separation — exactly as Moshe placed Shabbos before the Mishkan's donation, ensuring the contribution flows from a place of purity and separation.
Summary: The donation to the Mikdash must be guarded from any admixture of pesoles, which is why the Mishnah pairs the shekalim announcement with the removal of kilayim, and why Moshe separated Yisrael from the eirev rav and preceded the Mishkan with Shabbos — the great "sign" that sets Yisrael apart. After the sin of the Calf, Yisrael lost the perfect separation of "na'aseh" (action) but retained "nishma" (hearing), the faculty uniquely theirs since Sinai. The shekalim are "announced" (made heard) and read on Shabbos because pure intent and the aspect of hearing keep the mitzvah free of any alien admixture.
