Teshuvah through the speaking ruach
In the passage of teshuvah, "and they shall confess" — this is accomplished through the power of the Torah given to Bnei Yisrael, whose strength is in the mouth, as it is written, "The Torah of Hashem… restores the soul" (Tehillim 19:8). For there are three levels — nefesh, ruach, neshamah — and every blemish of sin lies in the nefesh, as it says, "and the soul shall bear guilt" (Vayikra 5:17).
The Sefas Emes teaches that confession works through Torah, whose unique power is verbal — speech. Sin damages the lowest level of soul, the nefesh, which is the part bound up with the body and prone to wrongdoing.
But as for the ruach — when a person sins, "a spirit of foolishness" enters him, as Chazal said.
The ruach itself is not stained the way the nefesh is; rather, sin comes from a temporary "spirit of folly" that clouds it, as the Gemara teaches that a person sins only when such a spirit overtakes him.
Therefore, through the power of the mouth — in Torah and tefillah, which is the aspect of "ruach memalela" (a speaking spirit) — one can rectify all sins.
Since the ruach is essentially clean, by activating it through speech — learning Torah and davening — a person can repair the damage that sin caused to his nefesh.
See the holy Zohar at the beginning of this parsha on the verse "[Praiseworthy is the man] to whom Hashem does not reckon iniquity, and in whose ruach there is no deceit" (Tehillim 32:2) — this too alludes to this idea, that through the ruach one can repair the blemishes of the nefesh.
The Zohar's phrase "in whose ruach there is no deceit" hints at the same teaching: when the ruach is kept whole and free of guile, it becomes the instrument that heals the flaws of the lower nefesh.
And it is written, "Praiseworthy is the adam (man) to whom He does not reckon [iniquity]."
The Sefas Emes draws attention to the word "adam" in this verse, which he will now explain is specifically applied to Bnei Yisrael.
For this is unique to Bnei Yisrael, who are called "adam," as Chazal said: "You are called adam."
The capacity to fully repair sin through the ruach belongs to Bnei Yisrael, for they alone bear the title "adam," indicating the higher, spiritual dimension of soul.
But others are likened to "behemah" (an animal), and they do not possess the "ruach of man that ascends upward" (Koheles 3:21).
The elevated ruach that rises heavenward — and through which true teshuvah is achieved — is the special portion of Bnei Yisrael, not of the nations.
Therefore the mitzvah of teshuvah is unique to Bnei Yisrael, through the power of Torah and the ruach.
Because only Bnei Yisrael possess this ascending ruach activated by Torah, the full mitzvah of teshuvah — which actually mends the soul — is theirs alone.
Even though we find teshuvah among the nations as well — as in Ninveh, and in the generation of the Flood, when Hashem waited for them to repent —
The Sefas Emes acknowledges that gentiles can also do a form of teshuvah, citing Ninveh and the generation of the Mabul, for whom Hashem patiently waited.
This means that they change their deeds for the good, and Hashem in His mercy forgives them.
Their teshuvah is a behavioral one — abandoning evil acts — and Hashem mercifully pardons them for it. But it does not reach deeper.
But to actually repair the blemish of sin through the power of teshuvah — this is unique to Bnei Yisrael, and it is the aspect of teshuvah me'ahavah (repentance out of love), as it is written, "love covers over all transgressions" (Mishlei 10:12), and this is the love of the Torah, as above.
True teshuvah that erases the very stain of sin flows from love — specifically the love of Torah. This loving return, available to Bnei Yisrael through the speaking ruach engaged in Torah, transforms sins so that they are entirely covered over.
Summary: Confession and teshuvah draw their power from the Torah, whose strength lies in speech. Sin blemishes the lowest soul-level, the nefesh, but the unstained ruach — engaged through Torah and tefillah — can heal it. This complete teshuvah, born of love for the Torah, belongs uniquely to Bnei Yisrael, who are called "adam," whereas the nations can only change their conduct and receive mercy.
