Mitzvos as the vessel for Torah's light

נגיל ונשיש בזאת התורה כי היא לנו עוז ואורה.
"We shall be glad and rejoice in this Torah, for it is to us strength and light."
Quoting the Simchas Torah hymn, the Sefas Emes opens with the theme that the Torah is both our strength and our light.
התורה היא אור.
The Torah is light.
In its essence the Torah is pure light, as it is written "Torah is light" (Mishlei 6:23).
אבל אין יכולין לקרב אל אור התורה.
But we cannot draw near to the light of the Torah on our own.
The light of Torah is too lofty to be approached directly; a vessel is needed to receive it.
רק ע"י נר מצוה נעשין בנ"י כלים לקבל אור התורה.
Only through the "lamp of mitzvah" do Bnei Yisrael become vessels to receive the light of the Torah.
The mitzvos are the lamp ("ner mitzvah") that prepares Bnei Yisrael to hold the light of Torah, as "a mitzvah is a lamp and Torah is light" (Mishlei 6:23).
כמו שאין האור מאיר בלי הנר והפתילה.
Just as light does not shine without a lamp and a wick.
Light needs a physical vessel and wick to be revealed; so the abstract light of Torah needs the concrete mitzvos.
ולכן כתיב אש דת ואיתא (בגמ') [בספרי] אלמלא ניתן דת עמה א"י לעמוד בה.
Therefore it is written "a fiery law" (Devarim 33:2), and the Sifri teaches: had not "law" (das) been given along with it, one could not withstand it.
The fierce "fire" of Torah would be unbearable without the framework of practical mitzvos ("das") that contain and channel it.
וז"ש תורה צוה לנו משה שהלביש כח התורה בתרי"ג מצות.
This is the meaning of "Moshe commanded us the Torah" (Devarim 33:4) — that he clothed the power of the Torah in the 613 mitzvos.
Moshe Rabbeinu garbed the boundless light of Torah within the 613 mitzvos so that it could be grasped and lived.
לכן איתא מש"ה רבינ"ו גימ' תרי"ג.
Therefore it is noted that "Moshe Rabbeinu" has the gematria of 613.
The numerical value of Moshe Rabbeinu's name equals 613, hinting that he is the one who clothed the Torah in the full count of mitzvos.
וזאת התורה אשר שם משה כו'.
"And this is the Torah that Moshe placed [before Bnei Yisrael]" (Devarim 4:44).
The verse uses the word "placed" (sam), which the Sefas Emes will now expound.
שימה הוא לשון סידור שהכין הדרך שיוכלו בנ"י להתקרב אל התורה.
"Placing" (simah) is an expression of arranging — that he prepared the path by which Bnei Yisrael could draw near to the Torah.
Moshe "set out" the Torah by arranging the mitzvos as a road, making the light of Torah accessible.
ולכן היא לנו אורה כמ"ש ליהודים היתה אורה זו תורה.
Therefore it is to us "light" (orah), as it is said "the Jews had orah" (Esther 8:16) — this refers to Torah (Megillah 16b).
Through the mitzvos that bring us near, the Torah actually shines for us as "orah," radiant light.
פי' כשזוכין להתקרב אל התורה ואור התורה מאיר לנו נק' אורה.
That is: when we merit to draw near to the Torah and its light shines upon us, it is called orah.
"Orah" names the experience of the Torah's light actually illuminating us once we have come close to it.
וזה מיוחד רק לבנ"י בכח המצות.
And this is unique to Bnei Yisrael, through the power of the mitzvos.
Only Bnei Yisrael, who have the mitzvos as vessels, can receive this orah.
כמ"ש אור זרוע לצדיק ועמך כולם צדיקים.
As it is written, "Light is sown for the tzaddik" (Tehillim 97:11), and "your people are all tzaddikim" (Yeshayahu 60:21).
The light is reserved for the tzaddik, and all of Bnei Yisrael are counted as tzaddikim, so the orah belongs to them.
ולפי שתשרי ירח האתנים דתקיפי במצות שופר יוהכ"פ סוכה לולב ערבה ניסוך המים.
And since Tishrei is "the month of the strong ones" (Melachim I 8:2) — strong in mitzvos: shofar, Yom Kippur, sukkah, lulav, aravah, the water libation —
The month of Tishrei is packed with powerful mitzvos, each one a "lamp" preparing Bnei Yisrael as vessels.
לכן זוכין אח"כ לאור התורה.
therefore afterward they merit the light of the Torah.
Having amassed all these mitzvos through Tishrei, Bnei Yisrael are now fit vessels to receive the Torah's light.
וזה שמחת תורה.
And this is Simchas Torah.
Simchas Torah, at the close of Tishrei, is the moment the prepared vessels finally receive and rejoice in the light of Torah.
ולכן הקדימו אבותינו נעשה לנשמע שהבינו שא"י לקרב אל אור התורה רק ע"י הקדמת מעשה המצות:
This is why our ancestors put "we will do" before "we will hear" (Shemos 24:7), for they understood that one cannot draw near to the light of the Torah except by first placing the deed of the mitzvos.
"Naaseh v'nishma" expresses the very principle: action (the lamp of mitzvah) must come first to make us vessels for the light of understanding the Torah.
Summary: The Torah is light, but light needs a vessel — the lamp and wick of the mitzvos — to shine. Moshe Rabbeinu clothed the Torah's fiery power within the 613 mitzvos so Bnei Yisrael could draw near, turning the Torah into "orah" that radiates upon them. The mitzvah-rich month of Tishrei makes Bnei Yisrael into fit vessels, culminating in Simchas Torah, and this is the deeper meaning of "naaseh v'nishma": the deed of mitzvos must precede the reception of the Torah's light.
