Torah needs the vessel of avodah

במדרש אח נפשע מקרית עוז כו' דכתיב ה' עוז לעמו יתן ה' יברך את עמו בשלום והם ב' מתנות שנתן הקב"ה לנו והיינו משה רבינו ע"ה ואהרן הכהן.
In the Midrash: "A brother offended is harder than a strong city" etc., as it is written: "Hashem will give strength to His people; Hashem will bless His people with peace" (Tehillim 29:11). These are the two gifts that Hakadosh Baruch Hu gave to us, namely Moshe Rabbeinu, alav hashalom, and Aharon HaKohen.
The Sefas Emes opens by pairing the two berachos of the pasuk — "strength" (oz) and "peace" (shalom) — with the two great leaders. Moshe embodies oz and Aharon embodies shalom.
דמרע"ה הוא שר התורה שנקרא' עוז.
For Moshe Rabbeinu, alav hashalom, is the master of the Torah, which is called "strength" (oz).
Torah is the "oz" of Klal Yisrael, and Moshe, who received it, personifies that strength.
ואהרן אוהב שלום ורודף שלום כו'.
And Aharon is one who loves peace and pursues peace, etc.
Aharon, by contrast, personifies the beracha of shalom (peace), as Chazal describe him in Pirkei Avos.
והענין הוא דאיתא אין כלי מחזיק ברכה אלא שלום.
The matter is as we find: there is no vessel that holds beracha (blessing) other than shalom (peace).
Chazal teach that peace is the only "vessel" capable of containing and preserving blessing. The Sefas Emes will now explain what this peace really is.
ופי' השלימות הוא כשיש חיבור ודביקות לתחתונים בשורש העליון כי החלק שלמטה הוא פלגא.
And the meaning of "completeness" (shleimus) is when there is a connection and dveikus (attachment) of the lower realms to their upper root, for the portion below is only a "half."
Shalom comes from the root shaleim (whole). The lower world is only "half" of reality; it becomes whole only when it is reconnected to its source Above. That reunion is the true meaning of peace.
ולכן בש"ק שנק' שלום שיש נשמה יתירה הוא כלי מחזיק ברכה לכן כתיב וישבות ויברך ויקדש.
Therefore on Shabbos Kodesh, which is called "peace" — for there is a neshamah yeseirah (an extra soul) — it is a vessel that holds beracha; thus it is written: "And He rested, and He blessed, and He sanctified."
On Shabbos the lower world is rejoined to its root through the neshamah yeseirah, so Shabbos itself becomes the vessel of beracha — which is why the Torah links resting on Shabbos to blessing and kedushah.
בחי' יחוד ברכה וקדושה.
This is the aspect of yichud (unification), beracha (blessing), and kedushah (holiness).
The three words of the pasuk correspond to three stages: the unification of the lower with the upper, the resulting blessing, and the sanctity that follows.
שע"י היחוד ודביקות בשורש נק' שלום וזאת הוא בחי' אהרן ע"ה המקרב התחתונים לעליונים ע"י עבודת המקדש שהוא ענין הקרבנות ועי"ז מקרבן לתורה ממש.
For through the unification and dveikus to the root, it is called shalom — and this is the aspect of Aharon, alav hashalom, who draws the lower realms near to the upper ones through the avodah of the Mikdash, which is the matter of the korbanos, and through this he brings them close to the Torah itself.
Aharon's role as the kohen is precisely this work of "peace": through the korbanos he reconnects the physical world to its Source, and thereby readies people to receive the Torah.
דכתיב נר מצוה ותורה אור.
As it is written: "For a mitzvah is a lamp, and the Torah is light" (Mishlei 6:23).
The mitzvah (the deed) is the "lamp" — the vessel — that prepares a person to hold the "light" of Torah.
כי המעשה הוא תיקון הנפשות להיות כלי מוכן לקבל אור תורה וזה שורש התרי"ג פקודין כמ"ש בפ' בהעלותך.
For the deed is the rectification of the souls, to become a vessel prepared to receive the light of the Torah; and this is the root of the 613 commandments, as we explained in Parshas Beha'aloscha.
The whole purpose of the mitzvos is to refine a person into a fitting vessel for the light of Torah.
וזה י"ל שורש מצות נרות וקטורת בכל יום נ"ר רמ"ח מ"ע בדחילו ורחימו כדאיתא בזוה"ק.
And one may say that this is the root of the mitzvos of the lamps (neiros) and the incense (ketores) each day: "ner" (lamp) hints at the 248 positive commandments performed with dchilu u'rchimu (fear and love), as is found in the Zohar HaKadosh.
The daily lighting of the Menorah corresponds to the 248 positive mitzvos — and the number 248 equals the gematria of "ner" — performed with awe and love.
וקטורת רמז לשס"ה גידין ולכן רמזו חז"ל שהי' בו שס"ה מנים נגד ימות החמה והוא נגד שס"ה מל"ת שקטרת לשון קשר לעכב מלנטות במקום האסור.
And the ketores (incense) alludes to the 365 sinews, and therefore Chazal hinted that it contained 365 maneh corresponding to the days of the solar year — and this corresponds to the 365 negative commandments; for "ketores" is a term of binding (kesher), to hold a person back from straying into a forbidden place.
If the Menorah corresponds to the positive mitzvos, the ketores corresponds to the 365 prohibitions: "ketores" connotes a binding knot that restrains a person from drifting into forbidden territory.
ואין להאריך עתה בזה.
And there is no need to elaborate on this now.
The Sefas Emes sets aside the detailed correspondences to return to his main theme.
אבל הכלל כי עבודת הכהן הוא תיקון התרי"ג איברים וגידין להיות כלי מוכן לקבל התורה.
But the principle is that the avodah of the kohen is the rectification of the 613 limbs and sinews, so that a person becomes a vessel prepared to receive the Torah.
The kohen's service refines the entire person — all 613 parts of the body — into a kli (vessel) ready for Torah.
והקב"ה וב"ש הכין לנו הסדר להיות מוכנים לקבל התורה.
And Hakadosh Baruch Hu, blessed is His Name, prepared for us the order (seder) by which we become ready to receive the Torah.
Hashem established a whole framework — the avodah of the Mikdash — to ready Bnei Yisrael to receive Torah.
ולכן במשכן התכלית הי' ונועדתי לך שם כו'.
Therefore in the Mishkan the ultimate purpose was: "And I will meet with you there" etc. (Shemos 25:22).
The goal of the Mishkan was the meeting place over the Aron, from which Hashem would speak — i.e., the giving of Torah.
וכן במקדש הי' לשכת הגזית שמשם תצא תורה כדכתיב כי מציון תצא תורה.
And likewise in the Mikdash there was the Lishkas HaGazis (the Chamber of Hewn Stone), from which Torah would go forth, as it is written: "For from Tzion shall go forth Torah" (Yeshayahu 2:3).
In the Bais Hamikdash, the Sanhedrin sat in the Lishkas HaGazis — the very place from which Torah ruling emanated to all of Klal Yisrael.
ונקרא כל הסדר קרית עוז.
And this entire order is called "the strong city" (kiryas oz).
The whole system of avodah that prepares Klal Yisrael for Torah is the "fortified city of strength" mentioned in the opening Midrash.
ובזה פגם קרח אם כי הי' חכם בתורה.
And in this Korach was deficient — even though he was wise in Torah.
Korach had Torah knowledge, but he rebelled against the very "order" — the leadership of Moshe and Aharon, the avodah of the kohen — that makes one a vessel for Torah.
אבל החכמה בלבד לא מהני מידי:
But wisdom alone accomplishes nothing.
Torah brilliance without the refining "vessel" of avodah and submission to the proper order is worthless — this was Korach's fatal flaw.
Summary: The two berachos of "oz" and "shalom" are embodied in Moshe (Torah) and Aharon (the avodah of peace that reconnects the lower world to its root). Only when a person is refined into a fitting vessel through the avodah of the kohen and the mitzvos can he truly receive the light of Torah. Korach had Torah wisdom but rejected this order, and so his learning availed him nothing.
