Concerning the Generation of the Flood and the Generation of the Dispersion (Haflagah), as it is written: "Remember the days of old, understand the years of generation after generation," etc.

The Sfas Emes frames the two failed generations — the Mabul and the Tower of Bavel — through the pasuk that calls us to contemplate both "the days of old" and "the years of each generation."

"When He separated the children of man, Hashem's portion is His people," etc., as it is written in "A Psalm for the Shabbos day."

He continues with the pasuk about Hashem apportioning the nations and taking Yisrael as His own, and turns to the verses of the Shabbos psalm.

"How great are Your works!" (Tehillim 92:6).

From the Shabbos psalm: an exclamation over the greatness of Hashem's works.

"Exceedingly deep are Your thoughts."

And the parallel praise that Hashem's "thoughts" are exceedingly deep — the Sfas Emes will read these two phrases as two distinct dimensions.

For there is an aspect of quantity (kamus) and an aspect of quality (eichus).

Creation has two dimensions: the measurable "quantity" of the outer world and the deeper "quality" of its inner meaning.

The externality of the world and the wisdom of nature.

"Quantity" refers to the outer, physical world and the natural sciences that study it.

And about this it says "How great" — as it is written: "Great are the works of Hashem, sought out by all who desire them."

"How great are Your works" corresponds to this outer, quantitative dimension — the vast, investigable works of Hashem in nature.

But the quality of the penimiyus (inner dimension) is exceedingly vast, and about this it says "Exceedingly deep are Your thoughts."

The inner, qualitative dimension is far deeper still — and that is the "exceedingly deep thoughts" of Hashem.

"A boor does not know" — this is the Generation of the Flood, who sinned in the aspect of "quantity" and transgressed with their bodies.

The "boor who does not know" refers to the Dor HaMabul, whose corruption was bodily and physical — a failure on the level of the outer, quantitative world.

"A fool does not understand" — this is the Generation of the Dispersion, who possessed knowledge but sinned with their wisdom, not for the sake of Heaven.

The "fool who does not understand" refers to the Dor HaHaflagah, who did have intellect but misused their wisdom for purposes that were not l'sheim Shomayim.

Therefore they did not attain the depth of the penimiyus.

Because their wisdom lacked the right intent, they failed to reach the inner, qualitative depth of creation.

And their sin was in the realm of wisdom (chochmah).

The Dor HaHaflagah's failure was specifically an intellectual one — a corruption of the dimension of quality.

And neither this one nor that one has the spirit of life (ruach chaim) within them.

Both generations — the bodily sinners and the intellectual sinners — lacked the inner "spirit of life," the living connection to Hashem.

"When the wicked flourish," etc., "it is so that they may be destroyed forever" — as happened in the Generation of the Flood.

The pasuk teaches that the flourishing of the wicked is only so that they be utterly destroyed, as occurred to the generation of the Mabul.

"For behold, Your enemies will perish (yoveidu)" — this is the Generation of the Flood.

"Your enemies will perish" corresponds to the Dor HaMabul, who were entirely wiped out.

"They will be scattered (yispardu)" — this is the Generation of the Dispersion.

"They will be scattered" corresponds to the Dor HaHaflagah, who were dispersed across the earth.

And to Bnei Yisrael the Holy One, Blessed is He, gave Torah and mitzvos to stand firm in both aspects.

In contrast to these two failed generations, Hashem gave Bnei Yisrael the tools to succeed in both dimensions — quantity and quality.

Torah is the penimiyus.

Torah addresses the inner, qualitative dimension — where the Dor HaHaflagah failed.

And the mitzvos, performed through action, are to understand the power of His deeds in nature.

The mitzvos, which are done through physical action, sanctify the outer, quantitative world of nature — where the Dor HaMabul failed.

"The days of old (yemos olam)" is the aspect of Ma'aseh Bereishis (the work of Creation).

Returning to the opening pasuk: "the days of old" represents the fixed order of Creation — the quantitative dimension.

"The years of generation after generation (shnos dor va'dor)" is the penimiyus, which changes in every generation according to the avodah of man, as it is written: "A generation goes [and a generation comes]," etc.

"The years of each generation" represents the inner dimension, which shifts from generation to generation depending on people's avodah — for generations come and go.

"But the earth endures forever."

Even as generations rise and fall, the underlying "earth" — the fixed work of Creation — endures forever, and through Torah and mitzvos Bnei Yisrael keep both dimensions alive.

Summary: Creation has two dimensions — the outer "quantity" (the physical world and natural wisdom) and the inner "quality" (its penimiyus). The Generation of the Flood sinned bodily, failing in the quantitative dimension, while the Generation of the Dispersion misused their intellect for purposes not l'sheim Shomayim, failing in the qualitative one; both lacked the inner "spirit of life" and were destroyed. Hashem gave Bnei Yisrael Torah (which addresses penimiyus) and mitzvos (which sanctify physical action in nature) so they can stand firm in both aspects — mirroring "the days of old" (Creation) and "the years of each generation" (the inner avodah that renews in every age), while "the earth endures forever."
