Teshuvah's shofar reveals inner light in darkness
It is brought in the Gemara that the shofar, which comes for the sake of remembrance, is regarded as if it is "within" (kelifnim — as inside the Bais Hamikdash).
The Gemara teaches that because the shofar serves as a "remembrance" before Hashem, its blowing has the status of being performed within the inner sanctum — a higher, interior plane.
And this is what Chazal said: "In the place where baalei teshuvah stand, complete tzaddikim cannot stand." (Berachos 34b)
He links this to the teaching that baalei teshuvah reach a place even loftier than that of perfect tzaddikim — an "inner" place beyond the ordinary order.
Therefore, on each of the three Regalim the mitzvah is to "appear before the face (panim)" in the Mikdash.
On the three festivals one is obligated in re'iyah — to appear in the Bais Hamikdash — which is an avodah of revealing the panim, the inner Divine face.
And then a light is revealed in the world.
This "appearing before Hashem" on the Regalim draws down a revelation of Divine light into the world.
And therefore on them we recite the Hallel.
Because the festivals are times of revealed light, they are days of open praise — Hallel.
But Rosh Hashanah is "concealed" (ba-keseh), as in "[Blow the shofar...] on the concealment of our festival day." (Tehillim 81:4)
Rosh Hashanah, by contrast, is the hidden festival — its light is covered over, and so we do not say Hallel; the revelation is concealed.
And by the power of teshuvah the shofar is elevated, and the light of the penimiyus is revealed even in a place of darkness.
Through teshuvah the shofar rises to that "inner" status, so that the concealed inner light shines even into places of darkness and concealment — which is exactly the achievement of the baal teshuvah.
As it is written: "In the light of Your face they walk." (Tehillim 89:16)
The inner light of Hashem's "face," drawn down by the shofar and teshuvah, becomes a light by which a person walks even in darkness.
For the illumination that comes through the power of teshuvah is above place and time.
Teshuvah reaches a level that transcends the ordinary limits of space and time, which is why it can reach even into the darkness where the festival light of the Regalim does not ordinarily extend.
Especially on Rosh Hashanah, which is the life-force (chiyus) of the entire year.
Rosh Hashanah is the wellspring of vitality for the whole year, and so its illumination is not bound to any single point in time.
And this comes from a power that is above time, for place and time are themselves part of the creation.
Space and time are created entities; the light of Rosh Hashanah flows from a source that precedes and transcends them.
And Rosh Hashanah is the aspect that precedes the creation, place, and time.
Rosh Hashanah is rooted in the dimension that is before creation itself — beyond space and time — which is why the teshuvah and shofar of this day can illuminate even the darkest, most concealed places.
Summary: The shofar of Rosh Hashanah, coming "for remembrance," has the status of the inner sanctum — kelifnim. While the three Regalim reveal Divine light openly (hence Hallel), Rosh Hashanah is the concealed festival (ba-keseh). Yet through the power of teshuvah the shofar is elevated and the inner light shines even in places of darkness — just as baalei teshuvah stand where perfect tzaddikim cannot. This is possible because the illumination of teshuvah, and of Rosh Hashanah itself, flows from a source above space and time, rooted in the dimension that precedes the entire creation.
