Speech as the cure for tzaraas

במדרש זאת תהי' תורת המצורע הה"ד ולרשע אמר א' מה לך לספר חקי כו'.

In the Midrash: "This shall be the law of the metzora (one stricken with tzaraas)" — this is what is written: "But to the rasha (wicked one) Hashem says: What right have you to recount My statutes?" (Tehillim 50:16).

The Midrash links the laws of the metzora to the verse rebuking the wicked person who speaks of Torah while his deeds contradict it. The affliction of tzaraas is bound up with the misuse of speech.

בורא ניב שפתים כו' ע"ש.

"He who creates the fruit of the lips…" (Yeshayahu 57:19) — see there.

Hashem is the One who creates the very power of speech, and so the cure for the metzora is the renewal of that power of pure speech.

כי הנגע היא בעור הבשר כמ"ש אדם כי יהיה בעור בשרו כו'.

For the affliction is in the skin of the flesh, as it is written: "When a person shall have on the skin of his flesh…" (Vayikra 13:2).

The blemish appears specifically on the outer skin — the surface, the external layer of the body — pointing to a corruption of a person's outer expression rather than his inner essence.

והיינו כי נמצא דברי תורה בכל נפש ישראל רק ע"י העונות והוצאות לשון הרע מפיו נסגר הפנימיות וא"י להוציא מכח אל הפועל דברי תורה כמ"ש נאלמתי דומי'.

That is, divrei Torah are found within every Jewish soul; only through sins and the speaking of lashon hara (evil speech) from his mouth does the penimiyus (inner dimension) become sealed shut, so that he cannot bring the divrei Torah from potential into actuality, as it says: "I was struck dumb in silence" (Tehillim 39:3).

Every Jew carries Torah within his neshamah. Sin — and especially evil speech — seals up that inner wellspring, blocking the holy words from flowing out, leaving the person mute regarding his own inner Torah.

וכשזוכה ע"י תשובה שנברא לו ניב שפתים זאת היא רפואת הצרעת.

And when, through teshuvah, he merits that the "fruit of the lips" is created anew for him — this is the healing of the tzaraas.

Teshuvah re-opens the sealed inner point and re-creates the person's power of holy speech. That renewal of pure speech is itself the true cure for the affliction.

לכן המצוה צפרים המצפצפים כמ"ש רש"י ז"ל להראות שצריך למצוא לו כלי קול ודיבור מחדש:

Therefore the mitzvah involves birds that chirp, as Rashi explains, to show that he must find for himself a renewed vessel of voice and speech.

The chirping birds used in the purification hint at the very point of the metzora's repair: he must acquire anew a vessel of sound and speech, sanctified this time, in place of the speech he had defiled.

Summary: Tzaraas afflicts the skin — the outer layer — because it stems from the misuse of speech, which seals off the Torah that lies within every Jewish soul. The path to healing is teshuvah, which re-creates the person's power of pure speech, symbolized by the chirping birds of the purification rite.
