Water libation: raising the lower waters from below

איתא אמר הקב"ה נסכו לפני מים בחג שיתברכו לכם גשמי שנה.
It is taught: the Holy One said, "Pour out water before Me on the Chag, so that the year's rains will be blessed for you" (Rosh Hashanah 16a).
The Sefas Emes opens on the nisuch hamayim (water libation) of Sukkos, which Chazal connect to securing blessed rainfall for the coming year.
כי בחג נדונין על המים דהנה כ' לא המטיר ה' אלקים כו' ואדם אין כו' ע"ש וברש"י.
For on the Chag we are judged concerning the water; as it is written, "Hashem God had not yet caused it to rain… and there was no man [to work the soil]" (Bereishis 2:5) — see there and in Rashi.
Sukkos is the time of judgment for rain. The Torah teaches that rain did not fall until there was a person to recognize its need and daven for it — rain depends on human partnership.
ולכן אין המטר יורד רק בהתעוררות אדם.
Therefore the rain falls only through the arousal of man (hisorerus).
Rain descends only when stirred by an awakening from below — by human tefillah and effort.
ואין אדם אלא ישראל אתם קרוים אדם.
And "adam" refers to none but Yisrael — "you are called adam" (Yevamos 61a).
The "man" whose arousal brings rain is specifically Klal Yisrael, who are uniquely called "adam."
ובזמן המקדש הי' מתקיים בפועל שהיו מתפללין על הגשמים ונענין.
And in the time of the Mikdash this was fulfilled in actuality, for they would daven for rain and be answered.
When the Bais Hamikdash stood, this partnership worked openly: Yisrael prayed for rain and their tefillos were answered.
ועתה בעוה"ר אין שוטה נפגע.
And now, in our many sins, "the fool is not affected."
In our time, lacking the Mikdash, we have grown so spiritually dulled that we no longer feel the lack — like a fool who is unaffected, we fail to sense how much we depend on Hashem's mercy.
והנה כ' יפתח ה' לך כו' אוצרו הטוב לך בזכותך.
Now it is written, "Hashem shall open for you… His good treasury" (Devarim 28:12) — "for you," by your merit.
The pasuk promises that Hashem will open His "good treasury" of rain "for you" — meaning it is unlocked specifically through Yisrael's own merit.
ואז הוא גשמי ברכה.
And then it is rain of berachah.
Rain drawn down through Yisrael's merit is "rain of blessing" — beneficial and life-giving.
ואיתא מים תחתונים בוכין כו' והבטיח להם הקב"ה לקבל מהם ניסוך המים בחג.
And it is taught that the "lower waters" weep… and the Holy One promised them that He would accept from them the water libation on the Chag.
The Midrash relates that when the waters were separated at creation, the "lower waters" cried at being distanced from Hashem; He consoled them with the promise that their water would be offered upon the Mizbe'ach as the nisuch hamayim of Sukkos.
דכתיב יהי רקיע כו' מבדיל בין מים למים.
As it is written, "Let there be a firmament… separating between water and water" (Bereishis 1:6).
This refers to the splitting of the waters at creation into upper and lower, which set up the longing of the lower waters to reconnect.
וכתיב יקוו המים מתחת השמים אל מקום אחד וע"ש בזוה"ק.
And it is written, "Let the waters beneath the heavens be gathered to one place" (Bereishis 1:9) — see there in the Zohar Hakadosh.
The gathering of the lower waters "to one place" hints at their reunification with their source, a theme the Zohar develops.
והענין כי בנ"י יש להם כח להעלות המים מלמטה.
And the matter is that Bnei Yisrael have the power to elevate the waters from below.
Klal Yisrael have the unique capacity to raise the "lower waters" — the world below — back up toward their Divine source.
והוא בחי' תורה שבע"פ.
And this is the aspect of Torah Shebe'al Peh (Oral Torah).
This power of raising up from below corresponds to the Oral Torah — the dimension of Torah that ascends from human effort and avodah.
ולכן נק' בנ"י השולמית שעושין שלום בין עליונים לתחתונים.
Therefore Bnei Yisrael are called "the Shulamis" (Shir HaShirim 7:1), for they make peace between the upper and lower [realms].
The name "Shulamis" derives from shalom: Yisrael's role is to reconcile the upper and lower waters, the heavenly and earthly worlds, making peace between them.
כמ"ש ז"ל שאדם נברא מעליון ותחתון כדי לעשות שלום ואין אדם אלא ישראל.
As Chazal said, that man was created from the upper and the lower [worlds] in order to make peace — and "adam" refers to none but Yisrael.
The human being was fashioned from both heavenly and earthly elements precisely so as to bridge and harmonize them — and this mission belongs to Yisrael, who are called "adam."
לכן נסכו לפני מים בחג.
Therefore, "Pour out water before Me on the Chag."
The water libation enacts this very avodah: Yisrael raise the lower waters up onto the Mizbe'ach, uniting them with their source.
ואח"כ שמ"ע תהי' לכם בזכותכם [והרמז נסכו לפני קודם שירדו מים העליונים.
And afterward, "Shemini Atzeres shall be for you" — by your merit. [And the hint: "Pour out before Me" — first, before the upper waters come down.
Only after Yisrael first raise the lower waters through the libation does the festival of Shemini Atzeres — and the downpour of the upper waters as rain — come "for you," earned by their merit. The arousal from below must precede the response from above.
וכעין שאמרו רז"ל אשה מזרעת תחלה יולדת זכר כנ"ל:]
And similar to what Chazal said, "when the woman emits seed first, she gives birth to a male," as above.]
Just as an arousal from below (the "lower" partner acting first) draws down a higher result, so Yisrael's act of pouring the lower waters first elicits the abundant "male" waters of blessing from above.
Summary: On Sukkos we are judged for rain, which falls only through the "arousal of man" — and "man" means Yisrael, whose tefillos in the Mikdash brought rain in actuality. Hashem's "good treasury" of blessed rain is opened through their merit. The water libation answers the cry of the "lower waters," separated at creation: Bnei Yisrael, called the "Shulamis," have the power (the aspect of Oral Torah) to raise the lower waters and make peace between the upper and lower worlds. By pouring the lower waters first — an arousal from below — they draw down the upper waters of berachah, so that Shemini Atzeres and the year's rains come "for you," by your own merit.
