Renewal of Bnei Yisrael through Torah and tefillah at Sinai

וביום הביכורים כו'.
"And on the day of the Bikkurim (first-fruits)..." (Bamidbar 28:26).
The Sefas Emes opens from the Torah's name for Shavuos — "the day of the first-fruits" — which he will read as a day of renewal for Bnei Yisrael.
שביום הזה מתחדשין בנ"י כי בודאי בשעת קבלת התורה ניתן לבנ"י חיות חדש כמ"ש מי כל בשר כו' קול אלקים כו' מדבר כו' ויחי.
For on this day Bnei Yisrael are renewed, for certainly at the time of Kabbalas haTorah a new life-force was given to Bnei Yisrael, as it is written, "for who is there of all flesh that has heard the voice of the living God speaking... and lived" (Devarim 5:23).
Shavuos is a day of renewal because at Matan Torah Bnei Yisrael received a fresh infusion of chiyus (life-force) — the pasuk emphasizes that they "heard and lived," i.e., were given new life through the encounter.
היינו שקבלו חיות מחדש במאמר אנכי ה' אלקיך.
That is, they received life anew through the utterance, "I am Hashem your God" (Shemos 20:2).
The first of the Aseres haDibros itself transmitted a new vitality directly into Bnei Yisrael.
וכאשר חכמים הגידו גר שנתגייר כקטן שנולד שניתן בו נפש קדושה.
And as the Chachamim said, "a convert who converts is like a newborn child" (Yevamos 22a), for a holy soul is placed within him.
Conversion is described as a rebirth precisely because a new, holy soul enters the person — a useful model for what happened at Sinai.
מכש"כ בקבלת התורה שנעשו כולנו גרים וכמו שמברכין שנתן לנו תורת אמת וחיי עולם נטע בתוכנו.
How much more so at Kabbalas haTorah, when we all became like converts; and as we recite in the berachah, "that He gave us a Torah of truth and planted eternal life within us."
At Sinai all of Klal Yisrael underwent a conversion-like rebirth, receiving "eternal life planted within us" — the new holy vitality of Torah.
והוא ענין תורה שבע"פ פי' שבנ"י נעשין בעצמם תורה כדאיתא אורייתא וישראל וקוב"ה כולהו חד.
And this is the matter of Torah she'baal peh (the Oral Torah) — meaning that Bnei Yisrael themselves become Torah, as it is brought, "the Torah, Yisrael, and the Holy One, blessed is He, are all one."
Because the life of Torah was planted within them, Bnei Yisrael themselves become a living Torah — the Oral Torah is embodied in the Jewish people, who are unified with the Torah and with Hashem.
והענין רמזו חז"ל במנחות יבוא טוב ויקבל טוב מטוב לטובים.
And Chazal hinted at this matter in Menachos: "Let the good one come and receive the good from the Good One for the good ones."
The Gemara's cryptic statement weaves together four "goods" — Moshe (the good one), the Torah (the good), Hashem (the Good One), and Bnei Yisrael (the good ones).
פי' שכל זה נתקיים בקבלת התורה.
The explanation: that all of this was fulfilled at Kabbalas haTorah.
All four "goods" came together at Matan Torah — the giving of the good Torah by the good Hashem through Moshe to Bnei Yisrael.
וע"ז נק' השי"ת טוב ומטיב הוא טוב האמיתי והטביע הטוב בתורה ובישראל ובמשה רבינו ע"ה.
And about this Hashem is called "good and does good" — He is the true Good, and He implanted the good in the Torah, in Yisrael, and in Moshe Rabbeinu, peace be upon him.
Hashem is the true source of all good, and He stamped that goodness into the Torah, into Bnei Yisrael, and into Moshe — so that the "good" in each of them flows from Him.
וכמ"ש ז"ל אנכי אנא נפשאי כתבית יהבית.
And as Chazal said [interpreting] "Anochi" (I) — "I wrote and gave over My very self (Ana nafshi kesavis yehavis)" (Shabbos 105a).
Chazal read the word "Anochi" as an acronym meaning Hashem invested His own "self" into the Torah He gave — His essence is bound up in it.
ומסיים אלקיך.
And it concludes, "your God" (Elokecha).
The first commandment ends with "your God" — Hashem becomes intimately bound to each individual Jew.
א"כ נעשין בנ"י עצמן טובים.
If so, Bnei Yisrael themselves become "good ones."
Through this implanting of Hashem's own goodness, Bnei Yisrael are themselves transformed into "the good ones."
וכתיב פנים בפנים דיבר ה' עמכם.
And it is written, "Face to face Hashem spoke with you" (Devarim 5:4).
The "face to face" encounter at Sinai hints at a revelation of the innermost dimension, which the Sefas Emes now explains.
כי נתגלה לבנ"י ציור הפנימי.
For the inner form (tziyur hapenimi) was revealed to Bnei Yisrael.
"Face to face" means that the inner spiritual "image" of a Jew — his deepest penimiyus — was revealed at Sinai.
כי האדם נברא בצלם אלקים והוא רמ"ח מ"ע ושס"ה ל"ת.
For the human being was created in the "image of God" (tzelem Elokim), and this is [comprised of] the 248 positive mitzvos and the 365 prohibitions.
The "image of God" in which man is created corresponds to the 248 limbs and 365 sinews, which parallel the 248 positive and 365 negative mitzvos — the Torah is the very form of the human being.
וזה ציור הפנימי נתגלה בשבועות ולכן איתא בעצרת אית בי' ביטול יצה"ר.
And this inner form was revealed on Shavuos; and therefore it is brought that on Atzeres (Shavuos) there is in it a nullification (bittul) of the yetzer hara.
When the inner form of holiness is revealed on Shavuos, the yetzer hara is nullified — the inner self of holiness overwhelms the inclination to evil.
ושתי הלחם הם חמץ מה"ט כדאיתא בזוה"ק אמור.
And the Shtei haLechem (two loaves) are chametz for this reason, as is brought in the holy Zohar, parshas Emor.
The two leavened loaves brought on Shavuos — unusual among Temple offerings — are explained by the Zohar in light of this very idea.
והוא כנ"ל כי בודאי בציור הפנימי יש ג"כ שורש ליצה"ר ושם הוא טוב ונהפך לטוב ומתבטל במיעוטו.
And it is as above: for certainly within the inner form there is also a root for the yetzer hara, and there it is good, and it is transformed into good and nullified in its smallness (mevutal b'miuto).
Chametz, which symbolizes the yetzer hara, has its root even in the inner holy form — but at that elevated level it is "good," transformed and nullified because of its smallness relative to the surrounding kedushah.
וזה שרמזו חז"ל מדאורייתא בביטול בעלמא סגי.
And this is what Chazal hinted: "By Torah law, mere nullification (bittul) suffices" [to remove chametz].
The halachah that nullifying chametz in one's heart suffices on a Torah level mirrors this spiritual truth — the yetzer hara at its root is nullified rather than destroyed.
לכן בעצרת שמתגלה דרך התורה והפנימיות מתבטל היצה"ר.
Therefore on Atzeres, when the path of Torah and the penimiyus is revealed, the yetzer hara is nullified.
On Shavuos the inner pathway of Torah is revealed, and in that light the yetzer hara is automatically nullified.
וזה רמז שתי הלחם כמ"ש לכו לחמו בלחמי שבנ"י עצמן נעשין בני תורה כנ"ל.
And this is the hint of the Shtei haLechem, as it is written, "Come, eat of my bread" (Mishlei 9:5) — that Bnei Yisrael themselves become bnei Torah, as above.
The two loaves of Shavuos signify that Bnei Yisrael themselves become "people of Torah," internalizing the Torah as their very sustenance.
ואא"ז מו"ר ז"ל אמר שהם בחי' תורה ותפלה.
And my grandfather, my teacher, of blessed memory, said that they [the two loaves] are the aspects of Torah and tefillah.
The Sefas Emes cites his grandfather (the Chiddushei HaRim) that the two loaves correspond to the two great gifts: Torah and prayer.
והוא כח הפה שניתן לבנ"י דכ' אני כו' מלמדך להועיל ומי יוכל ללמד דעת כמו הקב"ה בכבודו ובעצמו כמ"ש במדרש תשא בפסוק מפיו דעת ותבונה שנותן לבנו מתוך פיו ע"ש.
And it is the power of the mouth (peh) that was given to Bnei Yisrael, as it is written, "I am Hashem your God who teaches you for your benefit" (Yeshayahu 48:17) — and who can teach knowledge like Hashem Himself, in His glory and His very essence, as is brought in the Medrash on parshas Tisa, on the pasuk "From His mouth come knowledge and understanding" (Mishlei 2:6), that He gives to His son from out of His own mouth — see there.
The "power of the mouth" — both Torah learning and tefillah — was granted to Bnei Yisrael directly by Hashem, who teaches us knowledge from His very own "mouth," as a father lovingly transmits wisdom to his child.
וכח פיהן של ישראל בתפלה כדאיתא במד' אין לך תפלה מתקבלת שאין בה מבנ"י.
And the power of the mouth of Yisrael is in tefillah, as is brought in the Medrash: "There is no tefillah that is accepted unless it has in it [something] from Bnei Yisrael."
The "mouth" given to Bnei Yisrael also empowers their tefillah — no prayer is fully accepted without the participation of Klal Yisrael.
וזה זכו בקבלת התורה.
And this they merited at Kabbalas haTorah.
Both powers of the mouth — Torah and tefillah — were granted to Bnei Yisrael at Sinai.
לכן כתיב מי גוי גדול אשר כו' אלהים קרובים אליו כו' ומי גוי גדול אשר לו חקים כו' צדיקים ככל התורה הזאת לומר שזה תלוי בזה.
Therefore it is written, "What great nation has... God close to it" (Devarim 4:7) — and "what great nation has statutes... as righteous as all this Torah" (Devarim 4:8) — to say that these are dependent on one another.
The two consecutive pesukim — closeness to Hashem (tefillah) and the gift of Torah — are juxtaposed to teach that the two are interdependent: Torah and tefillah sustain each other.
וכ"כ מסיר אזנו משמוע תורה כו' תפלתו תועבה.
And so it is written, "One who turns his ear away from hearing Torah... his prayer is an abomination" (Mishlei 28:9).
This pasuk proves the dependency: one who refuses to listen to Torah finds even his tefillah rejected — prayer rests upon Torah.
א"כ בנ"י שהטו אזנם לתורה ואמרו נעשה ונשמע זכו לכח התפלה.
If so, Bnei Yisrael, who inclined their ear to the Torah and said "Naaseh v'nishma" (we will do and we will hear), merited the power of tefillah.
Because Bnei Yisrael accepted the Torah with "naaseh v'nishma," they earned the corresponding power of effective prayer.
לכן אין עומדין להתפלל אלא מתוך דבר הלכה:
Therefore one stands to daven only out of [the context of] a matter of halachah.
This is why Chazal established that one should rise to pray only after engaging in a "davar halachah" — tefillah must flow from and be anchored in Torah.
Summary: On Shavuos, the day of Bikkurim, Bnei Yisrael are renewed with a fresh life-force, just as they received new vitality at Matan Torah — becoming like converts with a holy soul, so that they themselves become a living Torah (Yisrael, the Torah, and Hashem are one). At Sinai the inner form (tziyur hapenimi) of holiness was revealed, corresponding to the 613 mitzvos within the tzelem Elokim, and in that revelation the yetzer hara is nullified — its root, like the chametz of the Shtei haLechem, is transformed to good and nullified in its smallness. The two loaves also represent the twin gifts of the "mouth" given to Bnei Yisrael — Torah and tefillah — which are interdependent, so that prayer must always be rooted in Torah.
