Purity precedes renewal at year's end

וקבעו חז"ל בסוף השנה קריאת פרשת פרה קודם פרשת החודש דכתיב לב טהור ברא לי אלקים ורוח נכון חדש.
Chazal established, at the end of the year, the reading of Parshas Parah before Parshas HaChodesh, as it is written, "Create for me a pure heart, O God, and renew within me a steadfast spirit" (Tehillim 51:12).
The order of these special readings mirrors the verse: first a "pure heart" (Parah/purity), and only then "renewal of spirit" (HaChodesh/the new month) — purification must precede renewal.
שצריכין מקודם להיות כלי מוכן לקבל התחדשות.
For one must first be a prepared vessel to receive the renewal (hischadshus).
Renewal can only enter a person who has first made himself into a fitting, purified vessel.
ובכל שנה יורד התחדשות לישראל וצריכין מקודם לטהר הלב ובסוף השנה יש לפשפש במעשיו ולתקן בתשובה כל החטאים כדי להיות מוכן לקבל התחדשות מחדש.
Each year a renewal descends to Yisrael, and one must first purify the heart; and at the end of the year one must examine one's deeds and repair through teshuvah all of one's sins, in order to be ready to receive the renewal anew.
An annual influx of fresh spiritual life comes to Bnei Yisrael, but to receive it one must first cleanse the heart — searching one's deeds and doing teshuvah at year's end to become a ready vessel.
כמ"ש אם שמוע בישן תשמע בחדש.
As [Chazal] said: "If you hearken to the old, you will hearken to the new" (cf. Sukkah 46b).
Faithfulness to what one has already received ("the old") is what earns the capacity to receive new spiritual light ("the new").
כי כפי מה שמביא ההתחדשות מעשים טובים בישראל ועושה פירות.
For according to how the renewal brings forth good deeds in Yisrael and bears fruit,
The measure of renewal is shown in the good deeds it produces — the spiritual influx is meant to bear practical fruit.
כמו כן מוסיף הקב"ה וב"ש התחדשות בשנה החדשה.
so correspondingly does the Holy One, blessed is He and blessed is His Name, add renewal in the new year.
Hashem responds measure for measure: the more the previous renewal bore fruit, the greater the renewal granted in the coming year.
וזמן זה מסייע לטהרה ע"י שבזמן המקדש היו כל בנ"י עסוקין בטהרה בימים אלו לטהר עצמן לקרבן פסח.
And this time of year assists purity, because in the time of the Bais Hamikdash all of Bnei Yisrael were occupied with taharah in these days, to purify themselves for the korban Pesach.
This season carries an inherent power to help one become pure, since in the days of the Bais Hamikdash everyone was busy purifying themselves in preparation for the Pesach offering.
לכן הזמן מבקש תפקידו ומסייע לטהרת הלב גם עתה:
Therefore the time itself "seeks its function" and assists the purification of the heart even now.
Because this season was once dedicated to purity, that quality remains imprinted in the time, so it still aids the purification of the heart in our own day, even without the Bais Hamikdash.
Summary: Parshas Parah is read before HaChodesh because purity must precede renewal — "a pure heart" before "a renewed spirit." Each year a fresh spiritual influx descends to Bnei Yisrael, and one prepares to receive it through teshuvah and cleansing of the heart; and since this season was once devoted to purifying for the korban Pesach, the time itself still carries the power to assist that purification today.
