Torah's unity grants every Jew kedushah
במדרש יקרה היא מפנינים מכ"ג שנכנס לפני ולפנים ת"ח קודם ע"ש.
In the Midrash: "She is more precious than pearls (peninim)" — more precious than the Kohen Gadol who enters the innermost chamber (lifnai velifnim); a talmid chacham takes precedence over him; see there.
The Torah and the talmid chacham who carries it rank even higher than the Kohen Gadol at his holiest moment, because Torah reaches deeper than any single station of avodah.
כי הגם שיש סדר מדריגות בעולם אבל התורה היא שמותיו של הקב"ה שנק' שלום.
For although there is an order of levels (madreigos) in the world, nevertheless the Torah is the Names of the Holy One, blessed is He, which is called "Shalom" (wholeness/peace).
The created world is built in a ladder of ranks, but the Torah itself is above that ladder — it is made of Hashem's Names, an undivided whole that unites everything.
וכ' תורת ה' תמימה.
And it is written: "The Torah of Hashem is perfect (temimah)" (Tehillim 19:8).
"Temimah" expresses the Torah's completeness — nothing is missing or partial in it.
פי' תמימה שלימות.
The meaning of "temimah" is wholeness (shleimus).
The Sefas Emes reads "perfect" as "whole" — every part of the Torah contains the entire whole.
שיש בכל אות הכל.
For in every single letter (os) the whole is contained.
Because the Torah is Hashem's Name, the complete unity is present even in one letter; it is not a chain of separate parts.
ולכן אין מוקדם ומאוחר בתורה כי הוא אחדות באלקי אחד.
Therefore there is no "earlier" and "later" in the Torah (ein mukdam ume'uchar baTorah), for it is one unity, bound in the One God.
Since the whole Torah is a single unity rooted in the one Hashem, sequence and ranking do not truly apply to it.
ולכן נסמכו פרשיות הללו מבחירת הלוים שהיו לפנים מהדגלים.
This is why these parshiyos are placed next to one another: the choosing of the Leviim, who stood within the encampment, closer in than the degalim (the tribal banners).
The arrangement of the parshiyos mirrors levels of inwardness: the Leviim encamped inside the ring of tribal banners, nearer to the center of kedushah.
והכהנים במדריגה פנימיות יותר וכ"ג למעלה מכולם.
And the Kohanim are on a more inner level (penimiyus), and the Kohen Gadol is above them all.
The Kohanim stand even more inward than the Leviim, and the Kohen Gadol stands at the innermost point of all.
ואח"כ פרשת נזיר שיכול כל איש ישראל להמשיך עליו הקדושה כמו קדושת כ"ג דכתיב נזר אלקיו על ראשו והוא בכח התורה כמ"ש כי יפליא בכח הדיבור בפה שהוא כח התורה בישראל.
And afterward comes Parshas Nazir, teaching that every Jew can draw upon himself kedushah like the kedushah of the Kohen Gadol — as it is written, "the crown (nezer) of his God is upon his head" — and this is through the power of Torah, as it says "ki yafli" ("when one sets himself apart"), through the power of speech of the mouth, which is the power of Torah in Bnei Yisrael.
The nazir shows that the inner sanctity reserved for the Kohen Gadol is open to any Jew; he attains it by the spoken vow, which draws on the power of Torah — the holiness that words of the mouth carry in Bnei Yisrael.
וע"ז איתא פי' הכ' הביאני המלך חדריו אעפ"כ נגילה ונשמחה בך ביותר.
On this is brought the explanation of the verse "The King has brought me into His chambers" — even so, "we will rejoice and be glad in You" all the more (Shir HaShirim 1:4).
Even though only a few are brought into the King's innermost chambers, the deepest joy is "in You" — a bond available to all of Bnei Yisrael.
ב"ך הוא כ"ב אתוין דאורייתא וקב"ה וישראל כולהו חד:
"In You" (bach) hints at the 22 letters of the Torah, and the Holy One, blessed is He, and Yisrael are all one.
"Bach" alludes to the 22 letters of the Torah; through Torah, Hashem and Bnei Yisrael become a single unity, so every Jew can reach the innermost kedushah.
Summary: The Torah is Hashem's undivided Name, so its holiness is not limited to ranks like Kohen Gadol; through the power of Torah and speech — symbolized by the nazir — every Jew can draw the deepest kedushah upon himself, for Hashem, the Torah's letters, and Bnei Yisrael are all one.
