Bnei Yisrael as vessels of Hashem's word

במדרש רות שמעה עמי ואדברה. אין מעידין אלא בשומע.

In the Midrash on Rus: "Hear, My people, and I will speak" (Tehillim 50:7). One only gives testimony to someone who is listening.

The Sefas Emes opens with the principle that Hashem's "speaking" — His revelation of Torah — depends on there being one who is ready to hear. Testimony is only meaningful when delivered to a listener.

פי' כשבנ"י מוכנים לשמוע לעולם הקב"ה משפיע להם דברי תורה.

The explanation: whenever Bnei Yisrael are prepared to listen, Hashem always pours forth to them words of Torah.

The flow of Torah from above is constant; what determines whether it reaches us is our readiness to receive. Preparation of the listener draws down the shefa (flow).

וזה כל זכותן של ישראל שהם היו כלים לקבל דבר ה' וכל העולם לא היו יכולין לקבל דברות קדשו.

This is the entire merit of Yisrael — that they were vessels fit to receive the word of Hashem, while the whole rest of the world could not receive His holy utterances.

The greatness of Bnei Yisrael is not an achievement of action but of being a keli (vessel) — a people made receptive to the divine word that the nations could not contain.

ולכן איתא שמקודם הי' כביכול הדיבור בגלות כי לא הי' הכנה בעולם לקבל הדברות עד שבאו ישראל וקיבלום.

Therefore it is taught that beforehand the Divine speech was, as it were, in galus (exile), because there was no preparation in the world to receive the utterances — until Yisrael came and received them.

The capacity for revelation lay dormant, "in exile," for lack of a fitting receiver. Bnei Yisrael's readiness redeemed the very power of divine speech.

ובמצרים כתיב ולא שמעו אל משה שלא היו עדיין מתוקנים.

And in Mitzrayim it is written, "they did not listen to Moshe" (Shemos 6:9), because they were not yet refined.

Even with Moshe Rabbeinu speaking, Bnei Yisrael in Mitzrayim could not yet hear — they had not yet been made into proper vessels of reception.

ולכן נקראו בני ישראל עושי דברו כמ"ש בזוה"ק בלק שבהכנתם התעוררו דברות קדשו בשמים.

For this reason Bnei Yisrael are called "doers of His word" (Tehillim 103:20), as the holy Zohar states in Balak — that through their preparation His holy utterances are aroused in the heavens.

"Doers of His word" means more than obedience: their very readiness below awakens and activates the divine speech above. The listener helps bring the word into being.

אלקים אלקיך אנכי אעפ"י שאלוה אני על כל העולם לא יחדתי הדיבור רק עליכם ע"ש במד' יתרו.

"Elokim, your God, am I" — even though I am God over the entire world, I singled out My speech upon you alone; see there in the Midrash on Yisro.

Hashem rules over all creation, yet He directed the personal address of the Aseres Hadibros specifically to Bnei Yisrael — His chosen listeners.

פי' שקבלת אלקותו ית' על כל העולם באה באמצעיות בנ"י שבקבלתם עול מלכותו ואחדותו ית' עליהם נמשך הארות אלקות גם לכל הבריאה כענין שכתבו חז"ל בפסוק ארץ אשר ה' אלקיך דורש אותה וכי אותה בלבד דורש אלא בזכות אותה דרישה דורש כל הארצות ע"ש.

The explanation: the acceptance of His divinity over the whole world comes about by means of Bnei Yisrael — for when they accept upon themselves the yoke of His kingship and His oneness, illuminations of divinity are drawn down also to all of creation. This is like what Chazal said on the pasuk "a land which Hashem your God seeks out" (Devarim 11:12): does He seek out only that land? Rather, in the merit of seeking out that one land He seeks out all lands; see there.

Bnei Yisrael are the conduit through which Hashem's sovereignty is recognized everywhere. Just as Hashem's special attention to Eretz Yisrael draws blessing to all lands, so the nation's kabbalas ol (acceptance of the yoke) channels divine light to the whole world.

וכן הוא בענין בנ"י והאומות.

And so it is regarding Bnei Yisrael and the nations.

The same pattern applies to the relationship between Bnei Yisrael and the nations of the world: blessing flows to the nations through Yisrael, the inner point of mankind.

וז"ש ישראל ואעידה בך כמ"ש אתם עדי ואני אל שכפי העדות שבנ"י מבררין בעולם עליו ית'. כך מתברר ומתגלה אלקותו על כל הבריאה:

This is the meaning of "Yisrael, and I will testify against you" (Tehillim 50:7), as it is written "You are My witnesses, and I am God" (Yeshayahu 43:12) — that according to the testimony by which Bnei Yisrael clarify in the world about Him, so His divinity is clarified and revealed over all creation.

Bnei Yisrael are Hashem's witnesses: the measure to which they make His presence clear in the world is the measure to which His divinity becomes revealed throughout all of creation.

Summary: Hashem's word is always flowing, but it requires a fit listener; Bnei Yisrael alone became the vessel to receive His speech. Through their acceptance of His kingship and their testimony to His oneness, divine light is drawn down to the entire world — making them the channel through which Hashem's sovereignty is revealed over all creation.
