Another explanation: They established and made them festival days through Hallel and thanksgiving.

The Sefat Emet begins by saying that the essence of Chanuka is expressed specifically through praise and gratitude.

כי הנה כל הד' מלכיות שבנ"י היו תחת ידם ויצאו מהם הכל הכנה לקבל מלכות שמים אח"כ.

For all four kingdoms under which Israel was subjugated were only preparations for later receiving the kingship of Heaven.

Foreign dominations serve as stages through which Israel becomes ready for divine sovereignty.

כי יש ד' שצריכין להודות א"כ נחלק ההודאה לד' בחי'.

Since there are four who must give thanks, the praise is divided into four aspects.

The four categories of thanksgiving correspond to stages of spiritual gratitude.

וזהו ד' כריעות בתפלה.

And this is the meaning of the four bows in prayer.

The structure of the Amidah mirrors these four modes of thanksgiving.

ומול זה יש ד' מלכיות.

And opposite them stand the four kingdoms.

The foreign empires correspond spiritually to these four dimensions.

וכל שיוצאין מתחת ידם נכנסין במלכות שמים דמאן דכפית באחרא' א"י לקבל מלכות שמים כראוי.

And whenever Israel leaves their rule, they enter the kingship of Heaven, for one who is subjugated to another cannot receive God’s kingship properly.

True acceptance of divine authority is impossible under oppressive rule.

ולכן נתקן על הנסים בין כריעה ג' לד'.

Therefore Al HaNisim was instituted between the third bow and the fourth.

This placement expresses the transition from foreign power to divine sovereignty.

ובנ"י באמת נבראו תמיד להלל ולהודות כמ"ש עם זו יצרתי לי כו'.

Israel was truly created to always praise and thank, as it is written: “This people I formed for Myself.”

The nation’s essential purpose is divine praise.

רק מחמת שיעבוד מלכיות אינם יכולים לקבל מ"ש כראוי כנ"ל.

But because of subjugation to the kingdoms, they cannot receive the divine service properly.

Exile obstructs their natural spiritual function.

ולכן כל שיש גאולה מיד חוזרין בני ישראל למקומן.

Therefore, whenever there is redemption, Israel immediately returns to their proper place.

Freedom restores the ability to serve God fully.

ולכן לשנה אחרת שהרגישו חירות בנפשותם ונתגברו בשבחים והודאות לפניו ית' וזהו היה עיקר המכוון בהנס ונמצא שאז נגמר הנס ונעשו יו"ט.

Thus, the next year, when they felt inner freedom and strengthened themselves in praise and thanks before God, this fulfilled the main purpose of the miracle; therefore the miracle became complete and the days were made festival days.

Only once their spirits were free and they expressed gratitude did the miracle reach completion.

וז"ש ועשאום ממש שהם סייעו לעשות הימים טובים כי יש לבנ"י חלק במעשי ה' שנגמר המכוון על ידיהם.

And this is the meaning of “they made them,” for Israel helped make the festival, since they have a share in God’s works when the divine intent is completed through them.

Human participation finalizes divine purpose.

ובודאי בכל שנה בימים אלו בפרט בעת הדלקת הנרות מתעורר קצת גאולה וחירות בנפשות בנ"י לכן יש להתגבר ולקבל עומ"ש ולעסוק בתשבחות והודאות בימים אלו.

And surely each year, in these days—especially at the lighting of the candles—some measure of redemption and freedom awakens in the souls of Israel; therefore one should strengthen oneself to receive the yoke of Heaven and engage in praise and thanksgiving during these days.

Chanuka annually reawakens spiritual liberation, calling for renewed commitment and gratitude.

Summary: The four kingdoms correspond to four modes of thanksgiving; Chanuka completes the transition from foreign rule to divine kingship, and each year its light renews inner freedom and the capacity for praise.
